Al Baraka Islamic Insurance Highlights Its Role as an Active Partner in the Palestinian Agricultural Insurance Systems and Services Development Project Through Participation in Its Closing Events Ramallah – Al Baraka Islamic Insurance Company participated in the closing event of the “Developing Palestinian Agricultural Insurance Systems and Services” project, held at the hall of the Palestine Red Crescent Society under the patronage and in the presence of Minister of Agriculture Prof. Rizq Salimiyah. The event was attended by representatives of the Ministry of Agriculture, the European Union, Oxfam, the Economic and Social Development Center (ESDC), as well as a number of institutions and organizations working in the agricultural and insurance sectors. The Palestinian Insurance Federation also participated, represented by Abdel Hakim Qassem, General Manager of Al Baraka Islamic Insurance Company, as part of efforts to strengthen the role of the insurance sector in developing the Palestinian agricultural insurance system and expand cooperation and integration among all relevant stakeholders. Al Baraka’s participation in the event marked the culmination of its role as an active partner in implementing the pilot agricultural insurance project, launched in cooperation with the Ministry of Agriculture as part of the “Developing Palestinian Agricultural Insurance Systems and Services” project. The project was funded by the European Union and implemented by Oxfam and the Economic and Social Development Center, in cooperation with the Palestine Capital Market Authority. In August 2025, the Ministry of Agriculture and Al Baraka Islamic Insurance Company signed a cooperation agreement to implement the pilot agricultural insurance project. The initiative aimed to introduce specialized agricultural insurance products to the Palestinian market and provide protection mechanisms to help farmers address risks that could affect their production, investments, and business continuity. The pilot project targeted 333 farmers and livestock breeders, with total insured value amounting to approximately NIS 57.8 million. Through awareness-raising, knowledge-building, and training activities conducted across various governorates, the project reached approximately 1,500 male and female farmers. The closing event featured a review of the key outcomes of the “Developing Palestinian Agricultural Insurance Systems and Services” project and the achievements made during its implementation in developing the technical and institutional framework for agricultural insurance. Discussions also addressed lessons learned, challenges, and future opportunities to expand insurance services and reach a broader segment of Palestinian farmers and producers. During his address to attendees on behalf of the Palestinian Insurance Federation, Abdel Hakim Qassem emphasized the importance of holding a specialized national conference on agricultural insurance in Palestine, bringing together all relevant stakeholders. He said such a conference would provide an opportunity to examine the current state and future of agricultural insurance, develop a shared national vision for its advancement and expansion, and address the challenges facing its implementation in ways that strengthen farmer protection and support the sustainability of the Palestinian agricultural sector. Qassem stressed that the experience implemented through the project represents an important step that can serve as a foundation for developing a more comprehensive and sustainable Palestinian agricultural insurance system. He noted that the success of agricultural insurance requires a shared vision and genuine integration among all relevant institutions and sectors. Qassem said: “The project represented an important experience in developing and implementing agricultural insurance in Palestine. It contributed to strengthening cooperation among the various stakeholders and opened the way for building a more effective insurance system capable of protecting farmers and enhancing the stability and sustainability of the agricultural sector.” He added that agricultural insurance is an important tool for protecting Palestinian farmers and their investments and mitigating the financial impact of natural and climate-related risks. It also encourages continued investment in agricultural production, which requires ongoing efforts to develop insurance products and services in line with the needs of the Palestinian agricultural sector. During the panel discussion held as part of the event, Qassem stressed the need for all partners and stakeholders involved in developing Palestine’s agricultural sector to participate in the process of developing agricultural insurance. He explained that establishing an effective and sustainable agricultural insurance system cannot be achieved by any single entity, but rather requires partnership and integration among all relevant stakeholders. Qassem emphasized that Palestinian insurance companies have demonstrated a clear willingness and readiness to contribute to the development of agricultural insurance and expand its services, despite a number of challenges and difficulties facing this type of insurance. He noted that these challenges require a coordinated response and shared responsibility among all relevant stakeholders to develop practical and sustainable solutions that contribute to the success of the agricultural insurance system in Palestine. He also highlighted the importance of building on the results achieved by the project and continuing cooperation among the Ministry of Agriculture, insurance companies, the Palestine Capital Market Authority, the Palestine Monetary Authority, international and development institutions, and representatives of farmers. Such cooperation, he said, would contribute to establishing an effective and sustainable Palestinian agricultural insurance system. The event included the agricultural engineers’ professional oath ceremony, as well as the honoring of students who successfully passed the General Secondary Education Certificate examination (Tawjihi) and are children of agricultural engineers. Al Baraka Islamic Insurance and Palestine Ahliya University Sign Agreement to Provide Insurance Services Bethlehem – Al Baraka Islamic Insurance Company and Palestine Ahliya University have signed an agreement to provide insurance services as part of efforts to strengthen cooperation and partnership between the two sides and provide comprehensive insurance solutions that meet the needs of the university and its employees, in accordance with the highest professional standards and the principles of Islamic insurance. The agreement was signed in the presence of a delegation from Al Baraka Islamic Insurance Company, including General Manager Abdel Hakim Qassem, Board Member Ahmad Awadallah, Southern Region Manager Nidal Amro, Health Insurance Department Manager Hashem Hijjawi, and Bethlehem Branch Manager Ali Shaafout, along with a number of members of the company’s executive management. The events were held as part of a project implemented by Oxfam, in partnership with the Palestinian Vision Organization, the Palestinian Center for Economic and Social Development (ESDC), and the North Hebron Chamber of Commerce and Industry, with the support of Enabel. The activities targeted approximately 70 male and female beneficiaries of the project, including agricultural companies and enterprises, associations, and cooperatives operating in the agricultural and productive sectors.
